1. Call to Order, Roll Call, Welcoming Remarks and Pledge
2. Approval of minutes of previous meeting
3. Remarks by representatives of public officials
4. Public Comments – Comments from the public on non-agenda items within the Board’s subject matter jurisdiction. Public comments are limited to two minutes per speaker.
5. National Night Out – Adopt the following Budget Committee resolution: the Tarzana Neighborhood Council approve $300 from its 2010-2011 Outreach Budget for an ad sponsoring the August 3, 2010 National Night Out – Action Item
6. Land Use Committee Budget – Adopt the following Budget Committee resolution - the Tarzana Neighborhood Council approve $2,400 for the Land Use Committee budget for Fiscal 2010 of which $1,800 will be Administrative and $600 from Outreach for their community beautification team for the tree planting and Mecca Park project – Action Item
7. Outreach Committee Budget – Adopt the following Budget Committee resolution - the Tarzana Neighborhood Council approve $4,850 for the Outreach Committee budget for Fiscal 2011 – Action Item
8. Administrative Expenses Budget – Adopt the following Budget Committee resolution - the Tarzana Neighborhood Council approve $8,770 for administrative expenses budget for Fiscal 2010. Of the total $8,660 are for Administrative Expenses and $110 are for Outreach Expenses – Action Item
9. 19414 Ventura Blvd (St James Presbyterian Church) –Adopt the Land Use Committee resolution – support the request for a conditional use plan approval to allow the existing preschool to increase its enrollment from 50 to 75 children – Action Item
10. 5442 Yolanda Ave (Bleaker Street Restaurant) - Adopt the Land Use Committee resolution – support the continued sale and dispensing of a full line of alcoholic beverages for on site consumption – Action Item
11. Bylaws Amendment – Adopt the Rules Committee resolution – amend Article III of the TNC bylaws to define “stakeholder” as “Any individual who lives, works, or owns property in the Tarzana Neighborhood Council area and any individual who declares a stake in the Tarzana Neighborhood Council area and affirms the factual basis for it” in order to conform to the Plan as amended – Action Item
12. Bylaws Amendment - Adopt the Rules Committee resolution – amend Article V to delete the following language “No member of the Board of Governors shall serve as a Board member for more than eight consecutive years” in order to conform to the Plan and Ordinance as amended – Action Item
13. Bylaws Amendment – Adopt the Rules committee resolution – amend Article V regarding board member eligibility by adding the following after the words “A Board member can hold only one stakeholder position”: “If the stakeholder status of a Board member changes during their term of office so that he/she would no longer be eligible for the particular Board position to which they were elected and the Board member continues to be an “individual who lives, works, or owns property in the Tarzana Neighborhood Council area”, then, the Board member shall not, by virtue of the change alone, become ineligible for their elected position but shall continue to serve in that position until the time of the next election cycle, they resign or are otherwise removed in accordance with these Bylaws. This provision shall only apply if the change in stakeholder status occurs after the results of the election in which they were elected have been certified. If the change in status occurs prior to the certification of the election in which they were elected then they shall become ineligible to be seated as a Board member and the specific Board position for which they have become ineligible shall be filled by the candidate, if any with the next highest vote count. If there is no other candidate, then the specific Board position may be filled in accordance with these Bylaws.” – Action Item
