TEMPORARY SEPULVEDA LANE CLOSURE

WHAT: Southbound lane of Sepulveda Boulevard will be closed for the construction of a permanent debris collection fence on the east side of Sepulveda Blvd. just south of the Mulholland Tunnel. The debris collection fence will permanently address an ongoing hazard from rocks and debris falling from the steep hillside onto the street.

WHEN:  Starting on September 22, 2008 for up to eight weeks, the lane will be closed 24 hours a day, 7 days a week. 

WHERE: On Sepulveda Boulevard from Dartford Avenue to just south of  the Mulholland Tunnel, one of the two southbound traffic lanes will  be closed.  Southbound motorists will experience delay.  The  existing single northbound lane will be maintained, but it will be  shifted westerly.

WHY: The lane closure will accommodate the installation of a  concrete K-Rail, which is necessary to ensure public and construction worker safety.  The K-Rail will also act as a temporary debris collection barrier to protect motorists and bicyclists from falling rocks, and to protect construction workers from fast-moving traffic during construction of a permanent debris collection barrier at the base of the steep hillside, immediately adjacent to the curb.

Southbound motorists are strongly encouraged to use the I-405 Freeway as an alternative on weekdays--especially between 7 a.m. and 10 a.m. For further information or concerns, please call the  Bernards Brothers Inc. at (310) 476-3642.

New Safe Schools Division

City Attorney Delgadillo took the opportunity to announce his creation of a new first-of-its-kind Safe Schools Division within the City Attorneys Office. All of the City Attorney’s school safety initiatives and programs will be housed in the new unit. The new division will provide a group of select prosecutors who will fan out across Los Angeles to work at nine priority middle schools identified in consultation with LAUSD.

The expansion of the Markham Middle School Safety Initiative comes after they successfully reversed conditions that had produced and perpetuated an unsafe environment on and around the school campus for many years. The students are benefiting from higher test scores on the 2008 Growth Academic Performance Index. Crime is down and test scores are up. Establishing School Safety Zones, developing an effective anti-truancy program and issuing School Campus Stay-Away Orders over the past seven years, law enforcement, local residents, LAUSD and the City Attorneys Office have begun to turn things around.

Identity Theft Ring

Sacramento — as part of a multi-agency task force, investigators from the California Department of Motor Vehicles arrested nine suspects who are alleged to have been involved in a large scale identity theft ring in the Fresno County area resulting in losses over $1 million. The suspects from Madera and Fresno are being held on 113 felony counts of identity theft, grand theft, auto theft, and perjury among others.

“We have zero tolerance for identity theft in the State of California. The security and integrity of Californians’ identities are our most important priorities,” said DMV Director George Valverde. “I applaud the action of our investigators and members of the task force.”

The arrests occurred last week as DMV investigators worked undercover alongside officers from the Fresno Police and Fresno County Sheriffs Department. The Clovis and Madera County Sheriffs SWAT teams and other local agencies assisted in the search warrant operation.

Arrested on warrants issued by the Fresno County Superior Court were Manual Badalyan , 45; Victor Kotchkina, 45; Flora Kotchkina, 48; Rufina Kotchkina, 23; Armen Markaryan, 24; Ararat Pogosian, 52; Vladimir Bernik ,40; Aram Badalyan , 44; and Kseniya Astvatsaturian, 46.

The bust culminated a 13-month-long investigation that began in 2007 when investigators at DMV’s Fresno Investigations Office were given a tip that an identity theft ring was operating in California. Utilizing a local brokering business, the ring was able to use stolen identities and false documents to obtain vehicle loans and victimize 16 financial institutions.

Melody Acres Block Party

Melody Acres threw their annual block party on May 18th on Melvin Ave. The children enjoyed the shade of the bounce in the high temperatures, as well as, tie dying their t-shirts. Arts and crafts and strolling country critters were delightful. A bunny, a 4 day old kid (goat) and donkeys were quite the attraction. Food and music mixed well, a blend of nostalgic tunes and mama's home cooking.
Councilman Dennis Zine attended and judged the chili making contest. Tarzana Property Owners Association and Tarzana Neighborhood council lounged in the priceless shade on sweltering day and mingled with the close knit community.

TNC sponsored $3,000.00 for benches that S.O.C.E.S. used to raise additional funding for their beautification and landscaping project. Volunteers did a great job. Bravo!

Parents Urged to Get Children Immunized

The recent case of measles reported in Los Angeles County highlights the importance of timely immunizations. The County Public Health Department urges parents to check with their health care provider to ensure that their children are up-to-date on immunizations.

Divorce Records May Be Ordered Online

The public may now request certified copies of their divorce records online. No more trips downtown to the County Record Center! Requests and payments may be made on the Superior Court's website at http://www.lasuperiorcourt.org/ldos Copies will be delivered through the mail.

Pediatric Trauma Care To the Valley

City Councilman Richard Alarcon joined representatives from the office of Supervisor Zev Yaroslavsky, the Office of Sen. Alex Padilla, Cathy Chidester, Acting Director of the County Dept. of Health Emergency Medical Services, LAFD Battalion Chief Timothy Ernst and Mike Wall, the President and CEO of Northridge Hospital to announce progress in the efforts to bring pediatric trauma care to the San Fernando Valley.

Today's announcement come on the 21st anniversary of the death of Councilmember Alarcon's infant son Richie, who was killed in a car crash in North Hollywood. For the last decade Alarcon has worked to bring pediatric trauma care to the valley. He authored a SB 1773  when he was in the State Senate which allowed fines on certain violations to go towards emergency services. "Richies Fund" is dedicated solely to pediatric trauma. Today it was announced that 2 million dollars will go toward the Northridge Hospital pediatric trauma care center.

The Neighborhood Prosecutor Program

The Neighborhood Prosecutor Program was created to advance the City Attorney's goal of making Los Angeles a safer City through crime prevention and the effective prosecution of criminals. The program is driven by the understanding that the ability to respond to neighborhood complaints and address criminal problems proactively is critical to preserving the quality of life in our neighborhoods. Prosecutors and law enforcement officers throughout the criminal justice system agree that when minor acts of civic disorder continue unchecked, a corresponding increase in serious crime inevitably occurs. The Neighborhood Prosecutor Program aims to identify, prioritize, and address criminal problems proactively before they are able to grow into serious offenses and larger problems that can lead to urban decay in our communities. 

The Neighborhood Prosecutors will identify and refer nuisance abatement cases to the existing Citywide Nuisance Abatement Program (CNAP) and will also pursue criminal prosecution of those quality of life offenses that the community has identified as significant problems

New State Law Limiting Tethering
The Los Angeles County Department of Animal Care and Control is alerting dog owners that a new state law prohibits the tethering of a dog to a stationary object for more than three hours. The department is urging compliance, saying continuous confinement by a tether is inhumane. Persons needing help with confinement solutions other than tethering are asked to call their local animal shelter.
