The Department of Neighborhood Empowerment wrote this article about Tarzana Neighborhood Council's recent actions:
MISSION EMPOWERMENT- Tarzana NC Facilitates Dialogue with Tenants Targeted for Condo-Conversion Tenants of an apartment complex on Lindley targeted for condo-conversion contacted the Tarzana Neighborhood Council with complaints and concerns regarding notices they received to vacate. Vice President/Planning Committee Chair Kathy Delle Donne who received the complaints quickly took action and within a couple days time hosted a meeting with the tenants. Representatives from Councilman Zine's office and the Housing Department informed the tenants of their rights as qualified tenants to receive relocation assistance (could be up to $17,000) as well as the right for qualified seniors to petition to stay in their apartments for up to a year. The approximately 100 attendees expressed that they were unaware of the provisions/rights as stated and volunteered to designate a point person within each building to be the link between the Neighborhood Council and the other tenants so that any forthcoming information could be disseminated in the most expeditious manner. |

The City Council referred to the Public Works Committee a Motion (Smith-LaBonge), Council File. No. 07-0699, regarding the feasibility of creating an administrative enforcement program to address the maintenance of parkways and overgrown vegetation by property owners. This Motion requested that the Bureau of Street Services report back on the necessary changes to the Los Angeles Municipal Code (LAMe) to facilitate administrative enforcement with a monetary penalty. The Bureau recommends amending LAMC Section 56.08 to impose a graduated penalty of $50, $100 and $150 for each successive violation of the ordinance in a 12-month period. A fourth violation would result in criminal prosecution as misdemeanor violation. The Bureau of Street Services, Investigation and Enforcement Division would use the revenue derived from this enforcement to fund illegal dumping surveillance and enforcement. |

Southern California Edison (SCE) provides rebates to its utility customers that install cool roofs. For a low slope roof, with roofing materials having a solar reflectance greater than or equal to 0.70 and a thermal emittance greater than or equal to 0.75, SCE offers a $0.20 per square foot rebate for cool roof installation. For steep roofs, it offers a $0.10 to $0.20 per square foot rebate for cool roof installation depending on the level of solar reflection and steepness of the roof. The Department of Water and Power doesn't currently have a cool roofs program in place. In an attempt to increase energy conservation efforts Citywide and to mitigate the effects of future heat storms, the DWP should explore the possibility of instituting a program and provide cool roof installation rebates to its customers. |
